India Exempts Certain Wood Pulp from Customs Duties for Newsprint Manufacturing; Importers Must Meet Usage and Record-Keeping Requirements.
The Central Government of India, under the Customs Act, 1962, exempts wood pulp derived from fibrous vegetable material, excluding rayon grade wood pulp, from customs duties when imported for manufacturing newsprint. This exemption applies to duties specified in the Customs Tariff Act, 1975, and additional duties under Section 3 of the same Act. Importers must commit to using the goods for manufacturing newsprint, maintain records, and provide certified accounts of receipt and usage. Failure to comply may result in the importer paying the difference in duties. Newsprint refers to paper for newspapers, books, and periodicals, and establishments must be registered with the Registrar of Newspapers for India.
