Conditions include certification by a Deputy Secretary in the Department of Fertilizers for techno-economic clearance, recommendations for exemption, and certification of necessity. Import value for maintenance goods must not exceed 10% of renovation goods, and importers must commit to using the goods as specified or face duty repayment.
