<h1>India Imposes 10% Safeguard Duty on Carbon Black Imports to Protect Domestic Industry Until February 28, 1999</h1> The Central Government of India imposed a safeguard duty of 10% ad valorem on Carbon Black imports used in the rubber and tyre industries, under heading 2803.00 of the Customs Tariff Act, 1975. This measure, effective until February 28, 1999, was based on findings that increased imports posed a threat to domestic industry. The duty does not apply to imports under an Advance Licence, provided the imported goods are used solely for fulfilling export obligations and are not sold or transferred. The notification defines 'Advance Licence' as a non-transferable, actual user condition-based license issued under specific Export and Import Policies.
