Transhipment permission criteria require consideration of goods' nature, import restrictions, and other relevant circumstances. The substituted proviso to regulation 3 requires the Collector, when considering an application for permission to tranship imported goods, to have regard to: (i) the nature of the imported goods to be transhipped; (ii) the restrictions on import of goods into the country; and (iii) any other relevant circumstance.
