<h1>Amendment Allows Reclaimed Rubber for New Tyres in Same Factory; Applies to Bicycles and Rickshaws under Heading 40.11</h1> The Central Government has amended Notification No. 353/86-C.E., dated June 20, 1986, under the Central Excises and Salt Act, 1944. The amendment, effective from March 1, 1989, modifies the first proviso to allow reclaimed rubber to be used in the same manufacturer's factory for producing new tyres. These tyres must fall under heading No. 40.11 and include types used on bicycles, cycle rickshaws, powered cycle-rickshaws, and animal-drawn vehicles or hand-carts with prominent 'ADV' markings. This amendment is enacted in the public interest.
