of <h1>Filing documents in Hindi before designated appellate Benches, granting express right limited to President-notified areas</h1> Amendment inserts Rule 5-A into the Appellate Tribunal Rules permitting parties, notwithstanding other provisions, to file documents drawn up in Hindi; such filings are allowed only before Benches located in States that are notified by the President from time to time. The legal effect is to confer an express right to submit pleadings and other documents in Hindi before designated Benches, subject to the geographic limitation that the facility applies solely in those States as notified.
