It stipulates that in cases where there is a difference of opinion among the Board for Advance Rulings members, the issue will be resolved by a majority decision with the involvement of a third member. This third member is nominated by the Principal Chief Commissioner of Income-tax (International Taxation). The amendment ensures the decision-making process is streamlined and provides applicants the opportunity to be heard via video conferencing.
