The amendment, effective December 31, 2018, modifies paragraph 2, second proviso, changing the timeline from 'July, 2017 to September, 2018' to 'July, 2017 to December, 2018' and extending the deadline from '31st day of December, 2018' to '31st day of March, 2019.' This change is made following the recommendations of the Council and is authorized by the Joint Secretary to the Government.
