Appointments are made by the Central Government based on a Selection Committee's recommendations. The rules specify qualifications, retirement conditions, remuneration, allowances, and tenure, with a maximum service period of five years or until the age of sixty-two. Members must retire from their previous government service before joining the Commission. The rules also allow for contributions to the General Provident Fund and outline additional service conditions.
