The amendment involves substituting the period at the end of the notification with a colon and adding a proviso. This proviso waives the late fee under Section 47 for registered persons who did not submit FORM GSTR-4 for quarters from July 2017 to September 2018 by the due date, provided they submit it between December 22, 2018, and March 31, 2019.
