The committee comprises various secretaries from key departments and industry experts, with the Secretary of the Department of Industrial Policy & Promotion serving as the Chairperson. The HLC is tasked with monitoring policy implementation, resolving inter-ministerial issues, examining applications for National Investment and Manufacturing Zones (NIMZs), and approving development strategies. It can invite state governments and co-opt additional experts as needed. The committee's decisions will be submitted for approval to the Commerce & Industry Minister.
