      Exemption to the excisable goods - Prescribe rates of SAED for exports of petrol and diesel Seeks to further amend No. 04/2022-Central Excise, dated the 30th June, 2022, to reduce the Special Additional Excise Duty on Diesel.
      Summary: Amendment of excise notification prescribes a revised Special Additional Excise Duty rate for diesel exports by substituting the column (4) entry against the specified serial number in the principal notification, thereby changing the SAED applicable to diesel exports; the government invoked its excise and finance powers citing public interest, and the amendment takes effect the day after notification publication as a further amendment to the earlier notification.

      Special Additional Excise Duty on production of Petroleum Crude and export of Aviation Turbine Fuel - Reduction of SAED - Seeks to amend No. 18/2022-Central Excise, dated the 19th July, 2022.
      Summary: The notification amends the principal notification by substituting the tariff table entries: the entry for petroleum crude at serial number 1 is replaced with a new per tonne rate and the entry for aviation turbine fuel at serial number 2 is replaced with a new per litre rate, thereby reducing the Special Additional Excise Duty applicable under the notification.

      Bihar Goods and Services Tax (Third Amendment) Rules, 2022.
      Summary: Amends FORM GSTR-9 instructions and table entries to replace references to April-September, 2022 with April-October, 2022 and to treat returns filed up to 30th November, 2022 as within that period; the amendment takes effect from 15th November, 2022.

      Karnataka Goods and Services Tax (Fifth Amendment) Rules, 2022.
      Summary: The Karnataka GST (Fifth Amendment) Rules, 2022 amend paragraph 7 of the Instructions to FORM GSTR-9, substituting prior period references with "of April, 2022 to October, 2022 filed upto 30th November, 2022" and making corresponding substitutions in the Table for serial numbers 10-13 to reflect the April-October period with the stated filing cutoff.

      Summary: The Commissioner delegates powers under section 5(3) of the Tamil Nadu Goods and Services Tax Act, 2017 to an officer named in the notification to exercise functions under the Act and rules; specifically authorising test purchase operations under Chapter XIV, section 67(12) to verify issuance of tax invoices or bills of supply, with the designated officer being the Joint Commissioner (Territorial); the delegation is effective immediately.
