Summary: Characterisation of receipts from sale of scrap requires treating most scrap realisations as recovery of part of the cost of materials rather than as business turnover. Where a person is a scrap dealer, scrap sales are turnover; for manufacturers, traders or professionals, scrap realisations are typically incidental receipts and not turnover. This distinction affects computations that apportion profits by reference to export turnover and total turnover and the availability of turnover-based incentives, unless statutes specifically include scrap in turnover.

Summary: International crude oil prices for the Indian basket declined on 22 October 2012, driven by lower dollar-denominated crude prices; the rupee-denominated per-barrel price also fell due to both the dollar price decline and a modest rupee appreciation against the US dollar, with comparative figures provided for the prior trading day and the recent fortnight.
Summary: Revised Service Tax ST 3 form must be used and submitted in offline mode for the return period April to June 2012; taxpayers liable to file service tax returns for that quarter are required to comply with the revised form and submission modality as notified in the press release.
