Summary: Notes and disclosures forming part of financial statements are integral to the balance sheet and profit and loss account; where notes show profits understated or overstated, adjustments to reported profit may be made if the effect is reasonably ascertainable and consistent with accrual and matching principles. Disclosed liabilities or accrued expenses not debited in the profit and loss account should be deductible from book profit, and disclosed but uncredited income may be added to book profit, applying conservative treatment and considering reasons for non-recognition.

Summary: Annual return filing was relaxed by making FORM GSTR 9/9A optional for smaller taxpayers and limiting mandatory GSTR 9C reconciliation to larger taxpayers, with reconciliation statements permitted to be self certified by management rather than certified by accountants; the annual filing remains the final opportunity to rectify prior year errors and may trigger analytics based notices, so large taxpayers are advised to consider voluntary GST audit before filing. A retrospective amendment confines interest to delayed cash payments, resolving disputes about interest on input tax credits, and multiple COVID related extensions, fee concessions, exemptions for specified relief goods, amnesty measures, rate rationalisations and procedural simplifications were recommended to ease compliance.

Summary: Classification of cryptocurrency dealings as either supply of goods or supply of services determines GST incidence: transfers of crypto may constitute taxable supply (including barter-like exchanges), while mining and platform activities constitute services liable to GST. Valuation is proposed by reference to an INR or freely convertible currency equivalent, and bringing exchanges, miners and wallet providers under GST coverage is urged to address enforcement and cross-border tax treatment.

Summary: The article explains that a subordinate rule introduced a cap on input tax credit claimable in GSTR-3B where supplier-uploaded details in GSTR-2A/2B are absent, and that successive notifications reduced that cap. It argues the rule was made without explicit statutory authority since the enabling statutory provision prescribes only the manner of availing credit, and observes a legislative provision linking ITC to supplier furnishing of outward details exists but is not yet in force; taxpayers should ensure supplier compliance.

Summary: Charitable companies may borrow where their memorandum and articles authorise it; the board may exercise and delegate the power to borrow subject to the Companies Act, constitutional limits and any shareholder approval required when aggregate borrowings exceed paid-up share capital plus free reserves, while temporary bank loans in the ordinary course are excluded from that threshold and governmental approvals may impose additional conditions.
      By: DR.MARIAPPAN GOVINDARAJAN
Summary: Where an IRP/RP is appointed the corporate debtor is treated as a distinct person and, if running as a going concern with turnover above the statutory threshold, must obtain fresh GST registration in each State/Union territory where it was earlier registered; a suo moto cancellation by tax authorities is not by itself a valid ground to refuse such new registration, and Section 238 of the IBC overrides conflicting provisions.

Summary: Provisional estimates revise the Second Advance Estimates for 2020-21 by incorporating updated industrial, agriculture, government accounts, GST and other indicators, adopting volume extrapolation for taxes and the commodity flow approach for gross fixed capital formation; pandemic-related data disruptions required alternate indicators and international classification guidance, and the estimates-subject to further revision-show real GDP decline of -7.3 percent, current price GDP down -3.0 percent, and Q4 year-on-year growth of 1.6 percent.
Summary: Monthly fiscal statement for April 2021 reports central receipts dominated by Tax Revenue (Net to Centre), with non tax revenue and non debt capital receipts (loan recoveries) as additional components. It records transfers to states as Devolution of Share of Taxes, lower than the previous year. Total expenditure is presented by Revenue Account and Capital Account, with Revenue Expenditure including notable interest payments and major subsidies.
Summary: The provisional consolidated accounts present the Union Government's total receipts composed of Tax Revenue (Net to Centre), Non Tax Revenue and Non Debt Capital Receipts (loan recoveries and disinvestment proceeds), and record the devolution of the share of taxes to state governments. Total expenditure is divided into Revenue Account and Capital Account; the Revenue Account notably includes interest payments and major subsidies, and the totals are reported against revised estimates for the year.
Summary: Emergency Credit Line Guarantee Scheme expanded to add 100% guarantee cover for on site oxygen generation loans to healthcare providers, broaden eligibility and additional assistance for prior beneficiaries including removal of certain outstanding loan ceilings and inclusion of civil aviation, and extend tenors and repayment profiles for borrowers eligible for restructuring; operational guidelines and implementation details to be issued by the National Credit Guarantee Trustee Company.
