      Summary: Casual taxable person status is limited to those who occasionally supply goods or services in a State where they have no fixed place of business and thus attract special rules on registration, security, return filing and assessment. The category requires both occasional activity and absence of a permanent place of business. Professionals with an established place of business do not become casual taxable persons for inter state services; such providers remain ordinary taxable persons subject to standard GST registration and treatment.

      Summary: Section 20 integrates numerous CGST provisions into the IGST framework and mandates rules for implementation, covering supply scope, composite and mixed supply, time and value of supply, input tax credit, registration, invoicing, accounts, returns, payment, TDS and TCS, assessment, refunds, audit, inspection and enforcement, appeals and penalties. It requires specific rules to determine place of supply where goods or services span multiple States or Union territories, prescribing contract based allocation or other prescribed bases for apportioning value, and rules for IGST apportionment, transfers and refunds including tourist refunds and adjustments on credit utilisation.

      Summary: The Central Board of Excise & Customs amends Notification No. 36/2001 Customs (N.T.) under section 14(2) of the Customs Act, 1962 by substituting TABLE 1, TABLE 2 and TABLE 3 to fix US dollar tariff values for specified imported commodities, including various edible oils, brass scrap, poppy seeds, areca nut, and specified gold and silver items where notification benefits are availed, thereby establishing the operative customs valuation benchmarks.

      Government makes Aadhaar mandatory for Atal Pension Yojana
      Summary: An individual eligible under the Atal Pension Yojana must furnish Aadhaar or undergo Aadhaar authentication; those not yet enrolled must apply for Aadhaar and may, until Aadhaar is assigned, present an Aadhaar Enrolment ID slip or specified alternate identity documents verified by a designated officer. The Regulator and intermediaries must provide or facilitate enrolment facilities, publicize the requirement, and enable registration of enrolment requests; the notification is effective on Gazette publication except in Assam, Meghalaya and Jammu and Kashmir.

      Summary: The Commissioner extends the filing deadline for fourth quarter VAT returns for 2016-17, permitting online or hard copy submission of Forms DVAT 16, DVAT 17 and DVAT 48 with annexures until 30.05.2017. Tax payment obligations remain unaffected and must be made as required by the statute. Dealers filing with a digital signature are not required to submit a hard copy of the return/Form DVAT 56.
