      The Andhra Pradesh Goods and Services Tax Act, 2017- Implementation of e-invoicing for the tax payers having aggregate turnover exceeding 20 crores w.e.f the 01st day of April, 2022
      Summary: The Government amends the state notification (Go.Ms.No.141) to reduce the turnover threshold for mandatory e-invoicing, substituting the earlier higher limit with a lower limit so that additional registered persons become subject to the e-invoicing requirement. The amendment is made under sub-rule (4) of rule 48 of the Andhra Pradesh GST Rules on the GST Council's recommendation and takes effect from 1 April 2022.

      Amendment in Notification No. F.1-11(91)-TAX/GST/2021(PART), dated the 19th July, 2021
      Summary: The Tripura Finance Department notification amends the principal SGST notification of 19 July 2021 by substituting the previously specified higher turnover threshold with a lower turnover threshold in the first paragraph; this substitution takes effect from 1 April 2022 and is made under the rulemaking power in the Tripura State GST Rules, 2017 on the Council's recommendation.

      Central Government notifies the use of Aadhaar authentication services for validation of identity of users of the FINnet system, on voluntary basis, in terms of rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020
      Summary: Use of Aadhaar authentication services is authorised for validating the identity of FINnet system users on a voluntary basis, pursuant to powers conferred by the Aadhaar Act and in terms of the Aadhaar Authentication for Good Governance Rules, 2020, thereby enabling FINnet to employ Aadhaar-based authentication for identity verification under the rule-based framework.

      Instructions for back office processing of online GST Refund applications
      Summary: The circular requires all online GST refund applications to be hosted on the State back office portal and assigned by the Deputy Commissioner of State Tax to an STO/ASTO as the Refund Processing Officer for time bound processing. The RPO must verify completeness, prepare and forward appropriate draft RFD forms, undertake detailed verification and prepare show cause or hearing drafts where required, and submit draft disbursement instructions after sanction. Rejections must be re credited to the electronic ledger only after final disposal of appeals or upon an undertaking by the claimant.

      Summary: The Commissioner of State Tax amended the prior delegation order by inserting in paragraph 1A a new entry: Joint Commissioner of State Tax (Border Check Post), Maharashtra State, Mumbai, thereby including that office among officials covered by the existing delegation instrument under the Maharashtra GST framework.

      GST on Services supplied to Government authority and Government Entity
      Summary: Amendments to Kerala GST notifications remove Governmental Authority and Government Entity from concessional and exempt entries for specified works contract and related services, resulting in withdrawal of the previously reduced rate and exemption for supplies to those bodies. Definitions of Governmental Authority and Government Entity are reproduced, and the amendments apply from the notified commencement date so that supplies completed on or after that date are chargeable at the revised rate without the prior conditional provisos for Government Entities.

      Exim Bank's Government of India supported Line of Credit (LoC) of USD 7.29 million to the Government of Cooperative Republic of Guyana
      Summary: Exim Bank's Government-supported Line of Credit to Guyana finances procurement and installation of 30,000 solar home systems, requiring at least 75 percent of goods, works and services to be supplied from India and permitting up to 25 percent procurement from outside India. The agreement is effective from February 14, 2022, with a terminal utilization period of 60 months; shipments must be declared in the Export Declaration Form. No agency commission is payable under the LoC, though exporters may pay commission from their own resources or EEFC balances after realization, subject to existing instructions.

Shipments must be declared in the Export Declaration Form, no agency commission is payable under the LoC (exporters may pay commission from own resources or EEFC balances subject to realization), and AD Category I banks must inform exporters and obtain LoC details.
