      Summary: The Central Board of Indirect Taxes & Customs, exercising powers under section 14(2) of the Customs Act, 1962, substitutes TABLE-1, TABLE-2 and TABLE-3 of the principal tariff-value notification to fix specific tariff values for edible oils, Brass Scrap, Areca Nut, and specified forms of gold and silver, including explanatory entries and exclusions, thereby amending Notification No. 36/2001-Customs (N.T.).

      Seeks to impose definitive Countervailing/anti-subsidy duty on imports of “Textured Tempered Glass” originating in or exported from Malaysia
      Summary: Imposition of definitive countervailing duty on imports of textured tempered glass, whether coated or uncoated, falling under tariff item 7007 19 00, originating in or exported from Malaysia, following final findings of subsidization, material injury, and causal link. The duty is specified at different CIF-based rates for the identified producer and other cases, and is levied for five years from publication, subject to earlier revocation, supersession, or amendment.

      Income-tax (2nd Amendment) Rules, 2021 - Amends Rule 10V. Guidelines for application of section 9A
      Summary: The rules amend rule 10V to provide that applications under the second proviso to sub rule (12) will be governed, mutatis mutandis, by sub rules (3) to (12) of rule 10VA, while creating a temporal exception that exempts sub rule (3) of rule 10VA for applications concerning the specified previous year filed within the prescribed transitional period.

      U/s 35(1) (ii) / (iii) of IT Act 1961 Central Government approved M/s Bennett University, Greater Noida, Uttar Pradesh
      Summary: Approval under clauses (ii) and (iii) of sub section (1) of section 35 read with rules 5C and 5E grants M/s Bennett University, Greater Noida the status of a University, College or other institution for scientific research and research in social science and statistical research. The notification deems the approval to apply from the specified assessment year and to continue for the subsequent assessment years listed, and the explanatory memorandum certifies no person is adversely affected by retrospective effect.

The requirements exclude Foreign Portfolio Investors.

      Review of norms regarding investment in debt instruments with special features, and the valuation of perpetual bonds.
      Summary: Limits are prescribed for mutual fund investments in debt instruments with special features such as loss-absorbing subordination or conversion triggers; excess holdings as of the circular date are grandfathered but no fresh investments are permitted until within limits. Schemes must provide for creation of segregated portfolios and may transfer affected instruments on a trigger event, with valuation reflecting issuer stress from the trigger date. Perpetual bonds shall be valued with a notional maturity of one hundred years and close-ended debt schemes are barred from investing in perpetual bonds.

      Testing of imported food products at FSSAI notified laboratories
      Summary: Designation of FSSAI officials as Authorised Officers has been expanded by a partial modification of an earlier notification to enable named regional FSSAI officials to carry out imported food clearance processes at specified Points of Entry under the FSS Act and FSS (Import) Regulations; Customs has been directed to take necessary action and coordinate with the notified officers and laboratories for testing and clearance at the listed ports.
