      By: Dr. Sanjiv Agarwal
Summary: GST brings all service rendition within the supply-based tax net across India, replaces single service tax with a multi tier rate structure raising service costs, and removes centralized registration by requiring registration in each State of supply. It eliminates much double taxation between services and goods, sets turnover thresholds and a composition option for small suppliers, prescribes transaction-value-based valuation with specified inclusions and exclusions, mandates periodic GST returns by category, and provides a two year refund claim window with expedited provisional relief for exporters and a statutory disposal timeline.
      By: KASTURI SETHI
Summary: Advance receipts for renting of immovable property fix the point of taxation at the date of receipt, so service tax is payable from that date; however, existing service tax payment schedules permit deposit on a monthly or quarterly basis, allowing providers to retain collected tax and causing alleged interest loss to the exchequer. The author urges amending the payment timetable so tax collected on advances is deposited promptly to avoid unjust enrichment.

Summary: Section 170 permits registered persons who supplied both taxable and exempted goods or services to carry forward Cenvat credit shown in earlier returns and to claim eligible duty credit on inputs and inputs contained in stock that relate to exempted supplies on the appointed day. The entitlement chiefly benefits taxpayers who maintained separate inventories and did not previously claim credit on inputs exclusively used in exempted supplies. Transitional credit is not intended where credit on common inputs was already taken and reversed; instead, credit should be allowed only to the extent it was not previously availed or already neutralised under prior rules, with a safeguard against double benefit.

Summary: Launch and promotion of the BHIM payment app with consumer and merchant prize draws to spur digital payment adoption; planned biometric fingerprint authentication will allow payments without specific phones or internet, extending access to remote, low-resource users. The initiative aims to formalise informal cash flows, creating transaction histories to enable small traders and workers to access formal credit, reduce dependence on moneylenders, and target welfare via redirected subsidies. Media engagement and public participation are urged to accelerate behavioural change toward a cashless economy.
Summary: The Ordinance terminates Reserve Bank and Central Government liabilities for demonetised Specified Bank Notes after the exchange period while permitting limited late deposits by persons who were abroad during the exchange window, subject to foreign exchange limits and customs declaration requirements; it also prescribes fines for false declarations and for holding, transferring or receiving such notes after the prescribed period.
Summary: Notification sets the quarterly auction schedule for Treasury Bills, specifying regular auction and issue dates and denomination categories, with aggregate allotments for the quarter. The Government of India, in consultation with the Reserve Bank of India, retains flexibility to modify the notified amounts and timing based on cash requirements, market conditions or intervening events, and any changes will be announced by press release; auctions are subject to the terms of the referenced General Notification.
Summary: The Reserve Bank increased the daily withdrawal limit for ATM cards effective January 1, 2017, raising the per card daily entitlement while leaving the weekly withdrawal limits unchanged; banks must implement the revised daily limit within the existing weekly ceiling and ensure cash disbursals are predominantly in Rs. 500 denominations, with prior relaxation measures remaining in force.
