EU Launches REX System for Self-Certified Exporter Goods Origin; Transition Ended January 1, 2018.
The European Union (EU) implemented a self-certification scheme for the Generalised System of Preferences (GSP) starting January 1, 2017. This scheme, known as the Registered Exporter System (REX), allows exporters to self-certify the origin of goods exported to the EU, replacing the previous system of Certificates of Origin issued by authorities. Exporters must register for a REX number to utilize this system, which is free of charge. The transition period ended on January 1, 2018, after which only registered exporters could certify goods over EUR6000. The REX system is shared with Norway, Switzerland, and Turkey, and aims to simplify trade and reduce administrative costs.
