The Ministry of Statistics and Programme Implementation (MoSPI) has revised the base year of National Accounts to 2022–23, with the objective of more accurately reflecting the current structure of the economy, incorporating updated data sources and aligning estimation practices with evolving international standards. In alignment with the GDP at National level, the base year for GSDP will also be revised by States/UTs to ensure more accurate, consistent and comparable estimates of the States’ economic performance over time.

Under the ACNAS, a Sub-Committee on Regional Accounts with Prof. Ravindra H. Dholakia, (Retd.) Professor, IIM Ahmedabad as chairman and members from State Governments, Research Institutions, Reserve Bank of India (RBI), Academia and NITI Aayog, has been constituted to review concepts, methodology and new data sources for the compilation of State Domestic Product (SDP) and District Domestic Product (DDP).

The key focus areas in State Domestic Product (SDP) included:

        • Identification and integration of new data sources, including administrative records, sector-specific databases and survey-based inputs, to improve coverage and reliability of estimates.
        • Refinement of estimation techniques to better capture the dynamics of emerging sectors, particularly within services and the unincorporated segment of the economy.
        • Ensuring methodological consistency between National and Regional Accounts to maintain alignment and comparability with national aggregates.
        • Enhancing granularity and improving regional distribution methods, especially for allocating State-level estimates to districts using scientifically derived indicators and proxies.
        • Standardization of compilation practices across States to promote uniformity, transparency, and comparability in Regional Accounts statistics.

In addition, Comprehensive Draft Uniform Guidelines for the compilation of District Domestic Product (DDP) have also been developed. These guidelines provide a structured framework for States/UTs to compile district-level estimates using standardized concepts, definitions, data sources and estimation procedures, thereby ensuring consistency, reliability and comparability across districts and States.

The Draft Guidelines are available on the official website of MoSPI (https://www.mospi.gov.in/product/more/6-Documents) for wider dissemination and feedback from stakeholders by 27th April, 2026.

Regional accounts standardisation advances with draft guidelines for Gross State Value Addition and district income estimates. Uniform guidelines have been released for the compilation of Gross State Value Addition estimates and District Domestic Product estimates, with a revised base year intended to improve accuracy, consistency and comparability of regional economic measurement. The framework aligns regional accounts with national accounts, emphasises updated data sources, refined estimation techniques, improved district allocation methods and standardised compilation practices across States and Union Territories.
