OALP X offers 25 blocks totalling about 191,986 sq km across onshore, shallow, deep and ultra deepwater tracts in 13 basins, including four Andaman blocks (~47,058 sq km). Under OALP/HELP, explorers identify acreage (with a five point advantage), areas are clubbed biannually, and blocks are awarded based on highest revenue share and committed work programmes; HELP provides reduced royalties, concessional early production rates, no oil CESS, retained exploration rights, and marketing and pricing freedom.
