<h1>Critical minerals policy prioritising domestic processing and value-added manufacturing to attract investment, enforce sustainability, and fund IIT(ISM) Dhanbad centre</h1> The instrument declares a policy shift prioritising development of critical minerals through processing, refining and downstream utilisation rather than raw extraction, prescribing promotion of value-added manufacturing (green metallurgy, battery materials, advanced alloys) and thereby operating to attract foreign investment, technology collaboration and long-term supply-chain anchoring in the State. It prescribes responsible mining and high-technology processing with strong environmental safeguards and community-centred governance, operating to condition approvals and project development on sustainability and local engagement. It establishes a critical minerals centre at IIT(ISM) Dhanbad under the NCMM, operating to strengthen research, coordination and capacity-building for the national critical-minerals ecosystem.
