Ration card cancellations for ineligibility and deaths lead to vacancy-driven reissuance under TPDS Order, 2015 with Aadhaar e-KYC
Delhi authorities report cancellation of 420,000 ration cards (2015-2025) for ineligibility (e.g., vehicle ownership, government employment), death, transfer or surrender, resulting in vacancy-driven reissuance only when slots arise under the TPDS Order, 2015. Beneficiary verification is now tied to Aadhaar screening, with the operative effect that issuance of fake ration cards is asserted to be precluded by database checks. Pending ration-card applications are processed on a first-in, first-out basis, producing a queue-driven allocation process. In 2025 the department introduced mandatory e-KYC and field verification following alleged irregularities, with the operative effect that new and existing beneficiaries are subject to electronic identity verification and on-site confirmation before entitlement continuation or issuance.
