It also sought quantitative restrictions on apple imports to limit import volumes, operative to reduce supply-side pressure on local produce. The state requested designation of apples as a 'special category' item to afford preferential protection, operative to enable tailored trade remedies. It sought a dedicated Green Fund with annual Rs 50,000 crore allocations and permission for additional borrowing of 2% of GSDP, each operative to expand fiscal resources for ecological services and relieve constrained fiscal space; these requests were made to the Union Finance Minister.
