<h1>Kerala paddy procurement will shift to a two-tier cooperative system with immediate payment and centralized processing.</h1> Kerala will implement a two-tier cooperative procurement system from the upcoming season: Primary Agricultural Cooperative Societies will purchase paddy directly from farmers with immediate payment, while district/taluk-level nodal cooperative societies-held jointly by cooperatives, padasekhara samithis and farmers-will aggregate, process (in nodal, rented or private mills) and supply rice to the public distribution system; Supplyco will act as nodal agency. The state will provide special financial assistance and working capital loans through Kerala Bank, establish a district coordination committee chaired by the district collector, and deploy a digital portal to monitor procurement and fund disbursal.
