AT&C losses have declined from 58% to ~32% with a 12% target by 2028, while ACS ARR gap, billing and collection efficiencies improved. The chief secretary directed completion within the RDSS sunset period, fixed daily/weekly targets for physical works, monthly divisional reviews, and action against negligent staff.
