Digital tracking boosts farmer incomes under Holistic Agriculture Development Programme, creating jobs, revenue and transparent outcome-based governance
The Jammu and Kashmir government's Holistic Agriculture Development Programme (HADP), launched in March 2024, has established over 91,600 agricultural units under 29 structured projects aimed at systemic sectoral reform. Over 75,000 units are monitored via a digital Output Tracking App, reflecting an emphasis on transparency, accountability, and outcome-based governance. The programme has generated 1.34 crore person-days of employment, revenue of Rs 298 crore and profits of Rs 126 crore for unit holders, supporting rural livelihoods and economic development. Authorities mandated rigorous tracking of unit performance, field inspections by senior officers, and extensive farmer training via digital portals, embedding technology-driven monitoring and capacity-building into implementation.
