<h1>Asbestos-cement safety: science-based regulation urged with review and detailed guidelines for schools and buildings instead of blanket ban.</h1> A multi-disciplinary Expert Committee found no conclusive evidence linking asbestos-cement roofing in normal non-industrial use to adverse health effects, observing that fibres are bound within the cement matrix and airborne levels remain below permissible limits. The Tribunal favoured evidence-based regulation over a blanket ban, emphasised compliance with BIS standards and safe handling to minimise exposure, and directed the Ministry to review global practices and issue detailed guidelines and an action plan for manufacture, handling, dismantling and disposal of asbestos-containing materials.
