There had been spurt in the new registrations recently due to incorporation of new services like rental properties, works contract etc. Recently, several instances had been noticed when the tax payers could not be issued the Service Tax registration certificate (ST-2) within scheduled time of 7 days.

Shri V K Garg, Commissioner of Service Tax New Delhi, held a meeting on 26th July with all the senior officers of the Service Tax Commissionerate. Commissioner issued direction to all the Assistant and Deputy Commissioners of the divisions to take all possible step for ensuring that all the registrations are done within seven days of its submission to the office and all the pending cases be disposed of latest by 5th August.

It was further decided in the meeting that if after  5th August, any assesses fail to get his registration within 7 days of its submission, he can send a written complaint to ADDITIONAL COMMISSIONER (SYSTEMS), 17-B, IAEA HOUSE, I. P. ESTATE, NEW DELHI 110002. Complaints can also be sent to the above address by fax 011-23379011 or at email [email protected] .

Service Tax registration timeframe: prompt issuance required, with office directives and an escalation route for delayed certificates. All applications for issuance of the Service Tax registration certificate (ST-2) are to be processed and issued within seven days of submission; divisional officers were directed to ensure compliance and clear pending registrations by an administrative cutoff. A supervisory escalation mechanism permits taxpayers who do not receive the certificate within the stipulated period to submit written complaints to the designated Additional Commissioner (Systems) by post, fax, or email.
