It mandated inter-agency intelligence sharing on economic offences, intra-agency coordination at national, state and district levels, constituency mapping to monitor transport of smuggled goods and fake currency across inter-state and international borders, and a zero-tolerance policy to protect free and fair elections. Agencies were instructed to refine strategies to detect covert candidate and party expenditure and to cooperate operationally during the two-phase election.
