Under the agreement the consultant will perform feasibility studies and design long-term policy and strategy measures to attract GCC investment, address workforce development, infrastructure, safety, and talent needs, and drive job creation and inclusive growth. The arrangement appears to be a public-private initiative with potential regulatory and procurement, compliance, and stakeholder-engagement implications; deliverables and governance will determine allocation of obligations, liabilities, and accountability for outcomes.
