<h1>Upper house chair meets party leaders to restore debate rights, revive calling-attention motions, and ensure committee referrals</h1> The chair of the upper house convened a first formal meeting with leaders of various political parties to seek cooperation for the smooth functioning of the chamber and strengthen parliamentary deliberation. Attendees urged allowance of debates on public-importance and state-related issues, restoration of calling-attention motions and short-duration discussions for the Opposition, and full referral of bills to standing committees after complaints that members lacked representation on recent select committees for major legislative measures. Concerns were also raised about numerous disallowed questions, curtailed discussions and retention of private members' business; the chair said he would consider the suggestions to facilitate structured proceedings.
