The statement referenced Motor Vehicles Rules fitness testing schedules, government vehicle retirement at 15 years, and private-sector investment of Rs 2,700 crore. The minister urged manufacturers to offer at least a 5% discount for buyers presenting scrappage certificates and said higher ethanol blending (E27) will proceed only after tests by an automotive research agency and ministerial and cabinet approvals.
