The state has declared all 23 districts flood-hit, with extensive agricultural loss, submerged land, flooded villages and hundreds of thousands affected; central assessment teams have been deployed. The minister warned of public health risks from carcass disposal and silt accumulation and attributed embankment failures partly to illegal mining, indicating potential regulatory enforcement and infrastructure-strengthening measures and the need for short- and long-term recovery plans.
