<h1>Regulator proposes automatic monthly FPPAS surcharge up to 10% to recover higher generation fuel costs</h1> A state power regulator proposed amending tariff regulations to permit automatic monthly billing of a Fuel and Power Purchase Adjustment Surcharge (FPPAS) to recover higher generation fuel costs without prior regulatory approval, to be calculated by a commission-prescribed formula. The surcharge would be applied as a percentage on total energy and fixed charges and capped at 10 percent. Distribution companies welcomed monthly recovery as easing cash-flow and working-capital pressures, while also warning the cap could cause under-recovery, accumulation of regulatory assets and carrying costs that would ultimately be passed to consumers.
