Two countries agree 10-year strategic partnership with ¥10 trillion investment, defence cooperation, supply-chain resilience, and 50,000-worker mobility
Two countries agreed to a 10-year strategic partnership anchored by a target of ¥10 trillion investment and a roadmap to expand economic, technological, security and people-to-people ties, formalized through 13 agreements. Key legal instruments include a defence cooperation framework, an economic-security architecture for supply-chain resilience in semiconductors, clean energy, telecoms, pharmaceuticals and critical minerals, a joint crediting mechanism for decarbonisation investments, collaboration on a lunar-polar exploration mission, and commitments to facilitate mobility of 50,000 skilled/semi-skilled workers over five years. They also agreed to cooperate on high-speed rail technology, stockpiling and joint development of critical-minerals processing, coordinated export-control facilitation, and to resolve maritime disputes under UNCLOS.
