Under current Renewable Purchase Obligations, non-fossil capacity can exceed targets but inadequate storage could force utilities to procure significant new thermal capacity (about 57-80 GW by 2030-2032), raising legal and regulatory risks for energy planning, procurement, grid reliability obligations, and compliance with state and national RPOs.
