Legally, the hospital MoU creates obligations for implementation, procurement, funding and regulatory compliance under healthcare and public-contracting laws. Transfer of payments and digital ID systems raises cross-border data protection, privacy, fintech licensing and financial-regulatory issues requiring statutory safeguards and interoperability frameworks. Capacity-building arrangements will implicate immigration, training agreements and governance of technical assistance.
