State proposes special reservation category for orphaned children in education to ensure dedicated seats and support services
The state government is considering creating a state-level 'special category' to reserve seats in education for orphaned children, to be implemented within its powers since classification as SC/ST requires central approval. Officials noted about 17,049 children reside in 712 state-registered orphanages and are currently admitted to higher education under the general category while receiving financial aid, hostel support and scholarships. A previous proposal to include orphaned children under SC, ST or OBC was rejected; a commission report recommending inclusion under OBC Category-1 will be forwarded for review. Ministers were directed to consult with the chief executive and social welfare department before sending recommendations to the Centre.
