The panel urged the civil aviation ministry to require the national airports authority, in consultation with the national regulator, to implement a scientifically based Fatigue Risk Management System aligned with international best practices, with enforceable limits on work hours, rest and rostering; to cease routine exemptions; to modernize ATC automation including AI tools; to add expert ATC representation in governance; and to strengthen flight-crew fatigue and mental-health measures.
