Legal and regulatory challenges for massive new launch vehicle and mixed civil, navigation and military satellite launches
A national space agency announced development of a 40-storey-class launch vehicle designed to place a 75,000 kg payload into low Earth orbit and disclosed planned launches this year including a navigation satellite, a technology demonstration satellite, and a military communication satellite intended to replace an existing naval asset. The agency reported an expansion from 55 satellites to roughly triple that number within three to four years. Legal considerations include export controls, defence and spectrum regulation for the military payload, procurement and funding authorization, liability and insurance for larger launches, and applicable international space-law obligations.
