The Jan Vishwas Amendment of Provisions Bill 2025 - As introduced in Lol Sabha on 18 August 2025

Jan Vishwas Bill 2025 replaces many criminal sanctions with warnings and civil penalties and creates adjudication and valuation mechanisms. The Bill decriminalises numerous minor offences across multiple statutes by substituting warnings, improvement notices and civil penalties for criminal sanctions; mandates periodic revision of fines and penalties; establishes adjudication and appellate mechanisms with appointed adjudicating officers and appellate authorities; and overhauls municipal property taxation by creating a Municipal Valuation Committee, base unit area values, self-assessment, objection and revision procedures, recovery powers and transitional safeguards, while empowering rule-making for procedural and administrative implementation.
