<h1>Decriminalisation of minor offences to replace imprisonment with penalties and warnings, easing compliance and reducing judicial burden.</h1> The Bill advances decriminalisation of minor and technical offences by converting criminal sanctions into administrative penalties, warnings or advisories, rationalising and making penalties proportionate with graduated fines for repeat offences, and empowering designated officers to impose penalties administratively to reduce judicial burden; it also prescribes targeted procedural reforms such as state-wide vehicle registration, licence renewal grace periods, Unit Area Method property tax, and removal of imprisonment for specified minor offences.
