The Minister of State (Independent Charge) for Statistics and Programme Implementation Shri Srikant Kumar Jena has said that Ministry of Statistics and Programme Implementation monitors the Central Sector Infrastructure Projects costing Rs. 150 crore and above (Rs. 20 crore and above before 31st March 2010) on the basis of information supplied/uploaded by the project implementing agencies on the Online Computerised Monitoring System (OCMS) of the Ministry. In a written reply in the Rajya Sabha today Shri Jena said, the concerned administrative Ministries undertake regular review meetings to monitor the progress of projects under their administrative control. This Ministry has also advised all the States to constitute Central Sector Project Coordination Committees (CSPCCs) to facilitate time-bound implementation of Central Sector Projects. So far, CSPCCs have been constituted in 15 States.

The Minister said, during the 11th Five Year Plan, 1106 projects under implementation were on the monitor of Ministry of Statistics and Programme Implementation. Of these, 551 projects were completed during the Plan period. 555 projects were on-going at the end of the Plan period, of which 264 projects were delayed with respect to their original schedules of commissioning.

Monitoring targets Central Sector Infrastructure Projects above a cost threshold via the Ministry's Online Computerised Monitoring System (OCMS), with administrative Ministries conducting regular review meetings and States encouraged to form Central Sector Project Coordination Committees (CSPCCs). During the 11th Five Year Plan, 1,106 projects were monitored: 551 completed, 555 ongoing at Plan end, and 264 of the ongoing projects were delayed against original commissioning schedules.
