<h1>Foreign agent registration expands state oversight of NGOs, imposing reporting, registration and financial controls that limit dissent.</h1> The law requires any person or organisation acting for or receiving foreign funding to register as a foreign agent, report donation sources and purposes, maintain full accounts, use bank transactions, comply with anti money laundering rules, and obtain RAEX approval to operate. RAEX can set requirements, approve or deny registrations, revoke or refuse renewals, demand documents at any time, and decide exemptions. The statute taxes foreign funding, forbids unregistered operation and certain political activities, and prescribes substantial fines and possible closure for violations.
