<h1>NABARD Refinances Loans for Hand Pumps to Farmers; No Irregularities Reported, Says Finance Ministry in Rajya Sabha.</h1> Cooperative Commercial Banks and Regional Rural Banks are providing loans to marginalized farmers for installing hand pumps, which qualify for refinancing by the National Bank for Agriculture and Rural Development (NABARD) under the Minor Irrigation Sector. Over the past three years, NABARD has disbursed significant refinance amounts: Rs. 496.73 crore in 2009-10, Rs. 920.61 crore in 2010-11, and Rs. 660.51 crore in 2011-12. The Reserve Bank of India and NABARD have confirmed that no irregularities have been reported in the loan sanctioning process during this period, as stated by a Finance Ministry official in the Rajya Sabha.
