<h1>GSTN-based sampling frame validated for incorporated services survey, enabling a nationwide, methodologically improved annual survey rollout.</h1> The pilot validated a GSTN-based sampling frame and tested operational processes using an enterprise approach and CAPI; Phase II data were collected under the Collection of Statistics Act, 2008. Findings show GSTN suitability, general cooperativeness of enterprises, clarity of questionnaire and instruction, and operational challenges in obtaining state-level data from headquarters-maintained centralized records. Results are treated as operational learnings only and not as design-based representative estimates, informing sampling design, questionnaire refinement and procedures for a full-scale annual survey.
