The spinning mills and Composite mills manufacturing 100% cotton yarn and selling in domestic market are bound to comply with the Hank yarn obligation in terms of Textile Commissioner Notification No.2/TDRO/8/2003 dated 17.04.2003, as amended. Details of fulfilment of Hank yarn Obligation for the last three years and from the first quarter of the current financial year are as under:- 

Surprise visits of the yarn manufacturing units are being carried out through the Regional Offices of the Textile Commissioner to verify the actual packing of Hank Yarn and as well as declaration of the mills in statutory quarterly Hank Yarn Packing Returns.  Strict checks of the implementation of Hank Yarn Obligation are also carried out.  Details of units visited from 1.4.2010 to 31.10.2012, FIR lodged and number of conviction achieved State-wise is given below:- 

201 FIRs have been filed with the concerned police stations against the erring companies by the respective Regional Offices of the Textile Commissioner for contravention of TXC’s Notification dated 17.04.2003 as amended from time to time issued under Essential Commodity Act, 1955.

This information was given by the Minister of Textiles, Shri Anand Sharma in a written reply in the Lok Sabha today.

Hank yarn obligation requires domestic cotton yarn mills to comply with packing and reporting; inspections prompted FIRs but no convictions. Spinning and composite mills selling 100% cotton yarn domestically must comply with the Hank yarn obligation under Textile Commissioner Notification No.2/TDRO/8/2003, as amended, requiring packing and statutory quarterly Hank yarn packing returns. Regional Offices conduct surprise inspections to verify packing and returns and have filed FIRs under the Essential Commodities Act against non complying units; inspections and FIRs are reported across states while convictions during the reported period are nil.
