From 2009 to 2012, the fulfillment of this obligation varied annually, with some years exceeding targets and others falling short. Surprise inspections by the Textile Commissioner's regional offices ensure compliance, with 1,401 units visited between April 2010 and October 2012. During this period, 201 FIRs were filed against non-compliant companies under the Essential Commodity Act, though no convictions were achieved. This was reported in a written reply by the Minister of Textiles.
