Cuttack has the highest number of beggars with 1,060, followed by Bargarh, Ganjam, Sundargarh, Puri, Kalahandi, and Angul. Five districts, including Balasore and Boudh, have been declared beggar-free. The scheme, active since 2017-18, aims to rehabilitate beggars through training and opening rehabilitation centers.
