Developed by the Manmohan Singh Himachal Pradesh Institute of Public Administration, the roadmap seeks to position the institute as a policy think tank, encouraging collaboration among government, industry, and civil society. The initiative includes an online engagement phase, a colloquium in March, and will conclude with a comprehensive policy roadmap in June 2025, involving over 400 experts across various sectors.
